Carbon Mitigation Strategies for Mid-Sized Cities: The Bellingham Climate Action Plan

The City of Bellingham’s Climate Action Plan, requested by the Mayor and Council and drafted December 2019 by a task force of which I was a member, ambitiously seeks to achieve neutrality in municipal and residential greenhouse gas (GHG) emissions by 2035. In this talk I will share our findings and quantify actions or measures that may reduce the greatest amount of GHGs. I calculate and report marginal abatement costs of carbon dioxide for several measures and make recommendations for actions we can take as a city that reduce GHGs, save money, or both. These measures are not unique to Bellingham and can serve as an example to inspire other cities to mitigate climate change.

Associate Professor, WWU, Environmental Sciences Department

Charlie Barnhart is an associate professor of Environmental Sciences at Western Washington University’s Huxley College of the Environment. As a member of Western’s Institute for Energy Studies, he teaches courses in and conducts research in energy systems analysis, greenhouse gas mitigation and life cycle assessment. Charlie was a postdoctoral fellow at Stanford University’s Global Climate and Energy Project. He holds a Ph.D. in planetary geophysics from the University of California, Santa Cruz (2010), a B.S. in physics and a B.S. in astronomy from the University of Washington (2004).

The Environmental Speaker Series is hosted by the College of the Environment at Western Washington University.

The Series is free and open to the public. Talks are held each Thursday at 4:30 pm in Academic Instructional Center West room 204 - AW-204. Talks will also be streamed via zoom. Register with the Alumni Association for the zoom link. Paid parking is available in lot C.
